He is wrong. UBI being universal & unconditional will release people from means testing & humiliating barriers to needed funds. It will free people from state control. UBI is freedom.

…one is linked to means-tested allowances i.e. surveillance following paid work as ultimate goal, the other one as far as UBI is concerned gets rid of means-tests. Both of them cannot get rid of the state in general, because the state, i.e. the political community of citizens, provides its people with UBI, a kind of dependency you cannot overcome.
